Mich. city council sees no choice but police, fire cuts

The Saginaw, Mich., City Council has approved City Manager Darnell Earley's budget, which cuts $1.7 million from the Police Department and reduces spending at the Fire Department. The council says there is no alternative. "We've downsized every other department," Councilman Floyd Kloc said. "Whether we call it managing decline or facing reality. If we don't do that, we will be faced with worse cuts next year in police and fire, and probably everything else."
