Rx drug-tracking bill fails to clear Calif. Senate

California senators were unable to pass legislation that would upgrade a prescription-monitoring program intended to stop drug abuse and deaths from overdose. The bill would tax drugmakers and raise licensing fees on physicians and pharmacists. The bill was prompted by a report on accidental deaths involving overdoses of prescription drugs.
