GAO blocks McConnell effort to veto EPA's power plant rule

The Government Accountability Office has ruled that Congress cannot block the Environmental Protection Agency's proposed new power plant rule until it is finalized. Sen. Mitch McConnell, R-Ky., had attempted to veto the proposal before that point using the Congressional Review Act. Despite the GAO decision, McConnell "will continue to use every possible tool at his disposal" to oppose the regulation, according to his office.
