Cincinnati Teachers Vote Down Merit Pay Plan

By a vote of 1,892 to 73, Cincinnati's teachers earlier this month quashed a groundbreaking plan to switch to a merit-based pay structure. Teachers union president Sue Taylor says teachers thought the plan was moving ahead too quickly.
