Singapore teachers collaborate in peer groups

As part of a campaign to improve teacher development, Singapore's Education Ministry is promoting the creation of educator learning communities, or informal groups where teachers discuss issues of common interest. Since 1998 the number of such learning communities in schools has surged from 8 to about 1,000.
