Hawaii, New York officials increase caps on charter schools

Caps on the number of charter schools that can be formed in New York and Hawaii have been increased. In New York, officials have increased the cap from 200 to 460. In Hawaii, three new charter schools can be started for every existing one that receives accreditation -- an increase from the previous one-to-one rule. However, officials in Hawaii say, there are issues to be resolved over funding for the state's charter schools.
