Some states will not compete in second round of Race to the Top

At least nine states representing more than 7 million students are opting out of the second round of competition for federal Race to the Top funds. States such as Idaho, Indiana, Oregon and Kansas are choosing not to pursue the grant funding because of stiff opposition from teachers unions, lack of support for reforms and fear of giving up local authority over schools.
