Europe reportedly rethinks financial-transaction tax

Bank of France Governor Christian Noyer recently warned about negative consequences of Europe's proposed tax on financial transactions. Now, European authorities reportedly are reconsidering the proposal, possibly phasing it in more gradually, reducing the levy and excluding derivatives. According to a Wall Street Journal editorial, a full climbdown by the European Commission "would be a victory for fiscal and financial good sense."
