Regulatory division impedes financial reform, Volcker says

Paul Volcker, former chairman of the Federal Reserve, is concerned about how financial supervision is divided among agencies, including the Commodity Futures Trading Commission, the Securities and Exchange Commission and the Fed. Volcker says the situation is "a recipe for indecision, for neglect and for stalemate."
