The latest immigration legislation faces an uphill battle, as competing demands from two groups of organized labor threaten to divide congressional Democrats. On one side is the AFL-CIO, which sees undocumented immigrants as unwelcome competitors, and on the other side is the Service Employees International Union, which has embraced illegal immigrant workers.
