Issuance this year was ahead of 2008 levels for the first two months, but it has lagged since March because issuers of last year refinanced auction-rate debt. "We've kind of reached a middle phase in market recovery," said Philip Fischer, a fixed-income strategist at Banc of America Securities-Merrill Lynch. "The patient is up and jogging, but it's got some bruises."
