N.J. governor's planned preschool expansion likely on hold

New Jersey's governor likely will delay a $350 million expansion aimed at guaranteeing preschool access to low-income 3- and 4-year-olds. "Obviously, it's a very difficult choice for the governor to make," said Education Commissioner Lucille Davy. "When the economy changes, preschool will be at the top of the list, I'm sure."
