N.Y. moves closer to HSR with grant, track-sharing deal

New York's high-speed rail plans moved two steps closer to completion last week, as the state received the first installment of a federal grant and reached a deal with CSX on track-sharing. The project will focus on the state's Empire Corridor, the 463-mile area between Penn Station and Niagara Falls.
