Small-business health insurance tax credits may not do enough

Tax credits designed to help small businesses recover some of the costs of offering health insurance are complicated and may not do enough, critics argue. "As long as costs keep going up, the credit is going to become less valuable," said Bill Rys, NFIB tax counsel.
