A new surface transportation bill has been drafted by Sens. Barbara Boxer, D-Calif., James Inhofe, R-Okla., Max Baucus, D-Mont., and David Vitter, R-La., leaders of the Senate's Environment and Public Works Committee. The draft legislation will work around a budget of $339.2 billion over a period of six years that is being hailed by construction groups as a progressive step for the industry. Boxer, chairman of the committee, hopes to present a more detailed bill that will include possible funding sources by July 4.
