California high-speed rail agency must regain credibility

The California High-Speed Rail Authority "needs to prove itself," writes Rep. Anna G. Eshoo, D-Calif. Poor planning and risk assessment, and unreliable cost estimates, have damaged the agency's credibility. While the agency works to regain the public trust, Eshoo and other representatives have asked the federal Transportation Department to invest in the existing Caltrain in ways that would help advance high-speed rail.
