Researcher: Achievement gap an educational and civil rights issue

Researcher Abigail Thernstrom told members of the Connecticut State Board of Education that cultural attitudes towards education may explain the academic achievement gaps between racial and ethnic groups. She advocated greater school choice through charter schools, which she says "focus relentlessly on basic academic subjects."
