Developer gets OK for controversial East Village project

A state appellate court in New York has ruled that the Bloomberg administration improperly denied a developer a building permit for a 19-story dormitory on the site of a vacant East Village school in New York City. The developer, Gregg Singer, has been battling community activists and the city for nine years, and the current plan would preserve the vacant building's French Renaissance facade.
