Graduation unimpeded for students failing to meet community-service requirement

After counselors tried for nearly a year to cajole Palm Beach, Fla., high-school seniors into spending 20 hours in community service in order to graduate, in excess of 1,000 failed to do so, but earned their diplomas anyway. "I am not going to prevent someone from graduating because of that," said superintendent Art Johnson.
