Arizona city receives $11.6M loan to redo wastewater plant

The state's water infrastructure authority approved a $11.6 million loan to renovate a wastewater treatment plant in Tolleson, Ariz. The state agency will immediately forgive $2 million of the loan through federal stimulus funds, and the remaining $9.6 million will be paid back over 20 years. The city will raise the remainder of funds through issuing bonds.
