California city considers pet-ownership ordinance

A proposed ordinance in Riverside, Calif., seeks to require area pet owners to obtain special permits if they want to keep more than nine cats or four dogs. The measure, which has yet to be approved by the City Council, also would mandate in-city owners to microchip as well as spay or neuter their pets.
