California levees meet federal flood-safety standard

The Federal Emergency Management Agency notified Yuba County, Calif., that its $405 million levee project has met the agency's 100-year flood-protection standards. "We have really now reached the point where we have some of the best, if not the best, levees in Northern California," said a local levee official.
