Gary Gensler, chairman of the Commodity Futures Trading Commission, said regulators are looking into the complex interplay between markets as they try to develop rules to prevent a repeat of the May 6 "flash crash." "You can't look at just one market -- you have to look at how these markets interplay back and forth," Gensler said. The CFTC is also looking into risk-management standards and whether they played a role in the market plunge.
