Mayor proposes pay freeze for NYC teachers in lieu of layoffs

New York City Mayor Michael Bloomberg has proposed that the city's teachers accept a wage freeze to avoid layoffs of 4,400 teachers. However, United Federation of Teachers President Michael Mulgrew said he opposes the plan. Teachers were to receive a 2% pay increase in each of the next two school years.
