The Securities and Exchange Commission summoned trading experts to discuss the marketplace in the wake of the May 6 "flash crash." SEC Chairman Mary Schapiro said regulators are making progress in their review of the market plunge, but a single cause of the crash has not been, and might never be, determined. Some veteran traders at the meeting scrutinized fragmentation of the market and high-speed trading. "Market structure like this guaranteed that a flash crash would happen; it was only a question of when," said Richard Rosenblatt, who has executed trades for institutional investors for decades.
