Bipartisan group of lawmakers eye "patent troll" legislation

The practice of hoarding technology patents is stifling American competitiveness and costs businesses billions of dollars each year in settlement fees, according to critics of so-called "patent trolls" who are pushing Congress to take action. A bipartisan bill making its way through the House of Representatives would make it easier, and cheaper, for manufacturers to fight litigation launched by trolls and would give small businesses more influence on the Patent and Trademark Office.
