Contra Costa County OKs ordinance targeted at super-sized stores

County supervisors approved an ordinance that would restrict retailers that plan to open a store more than 90,000 square feet. Retail giants cannot dedicate more than 5% of their floor space to non-taxable items, including groceries. Supporters say the ordinance would help small retailers that often are eclipsed by retail giants.
