N.Y. rail freight tunnel plan revived

Concerns that New York City could be cut off from the mainland by Sept. 11-type terrorist attacks have caused New York leaders to revive discussions about building a rail freight tunnel under New York harbor. The proposed Cross Harbor Rail Freight Tunnel, could cost between $1.5 billion and $2 billion.
