Infrastructure improvements encourage development in S.D.

Even as many municipalities use zoning and incentives to limit urban sprawl, Sioux Falls, S.D., is extending sewer and highway infrastructure to encourage development of 9,000 acres on the city's east side. Despite the weak national housing market, developers plan to build some 300 housing units in the rolling hills along the Big Sioux River.
