P-16 councils may ease student transitions

State councils that bring together K-12 educators, early-childhood specialists and higher-education officials are becoming increasingly popular, but they need to stay focused and have sufficient authority and funding to truly make a difference, writes Jennifer Dounay, a senior policy analyst at the Education Commission of the States, in Denver, Colo., in Education Week's annual Diploma Counts report.
