Cap-and-trade system could hurt, but also help, chemical industry

As big users of energy, chemical makers could be hit hard by a system proposed in Congress to cap emissions and require companies to purchase permits to pollute. But while the cap-and-trade system could force some companies to go overseas, one benefit for the chemical industry might be an increased demand for many products that chemical companies make, such as solar panel components. "This is really our sweet spot," said Cal Dooley, chief executive of the American Chemistry Council.
