CP plans for Powder River Basin line hinge on U.S. policy

Canadian Pacific indicated it will wait until the U.S. makes decisions about coal energy policy before investing in a planned line the to Powder River Coal Basin in Wyoming. The railroad inherited plans to build the line -- including completed environmental studies -- when it acquired Dakota, Minnesota & Eastern in 2008.
