More students pass Texas graduation exams, but 10% still fail

About 10% of high-school seniors in Texas -- 28,592 students -- did not graduate with their peers because they failed one or more state exams -- down from 14% the year before. The failure rate is highest among minority students, with 17% of black students and 14% of Hispanic students unable to pass all four exams in English, math, science and social studies.
