As stimulus funds flow, will manpower keep up with technology?

Stimulus funds continue flowing to aviation security projects, with some 65 airports due to split about $78 million in funding for inline baggage screening, CCTV and explosive detection systems, according to Homeland Security Secretary Janet Napolitano. But Rand Corp. security expert Brian Jenkins says that while "security hardware is increasing," TSA employment is not keeping pace. "If you are going to subject everyone to every procedure, eventually the system will lose efficiency."
