Urban districts seek to offer more options with virtual schools

A growing number of large, urban school districts, including Philadelphia, are opening virtual schools to compete with private and charter options. Susan Patrick, president and CEO of the International Association for K-12 Online Learning, predicts that online programs created by districts are likely to be among the top areas of expansion "in the online world over the next three years."
