Mass. governor proposes two free years of college for all

Within 10 years, Massachusetts community colleges could be free, according to a gubernatorial proposal that's part of a 10-year education plan including universal pre-kindergarten, full-day kindergarten, and longer school days and years. Students' first two years beyond high school -- whether in vocational training or college -- would be free to state residents. Some analysts estimate the plan will cost $1 billion a year.
