Calif. agency: TSCA reform needs some changes

California's Department of Toxic Substances Control says the pending bill to reform the Toxic Substances Control Act needs more amendments to strengthen the legislation and ease state pre-emption provisions. "DTSC is very concerned that the bar has been set too high for obtaining state waivers from the expanded pre-emption provisions in the bill," said Josh Tooker, deputy director for legislation with the DTSC. Meanwhile, Sen. Kirsten Gillibrand, D-N.Y., has been chosen to lead Democratic efforts on TSCA reform after the death of Sen. Frank Lautenberg, D-N.J.
