India clearing last hurdles to new rules for foreign banks

Final guidelines for foreign banks operating in India should be forthcoming in a few months, clearing the way for the banks to set up independent local units. Reserve Bank of India Governor D. Subbarao said legal issues involved are being resolved. The foreign banks now permitted to operate in the country are doing so through a branch registration system.
