Mich. encourages government employees to use state-owned planes

The Michigan Department of Transportation was told by the Legislature that the state's passenger planes had to be put to better use. State employees and employees of Michigan's public universities are being encouraged to use the planes for business purposes. Officials say aviation is particularly important in Michigan because the state is surrounded by water.
