City replaces breed ban with behavior guidelines

Experts say it's behavior, not breed, that matters.

The South Bend, Ind., Common Council has unanimously agreed to overhaul the city's current animal control ordinance, effectively eliminating a breed ban and replacing it with behavior-specific guidelines. The new law also lifted a pet limit and set lower license fees for owners with spayed or neutered and vaccinated pets.
