Pa. bill would base teacher furloughs on evaluations

Pennsylvania Gov. Tom Corbett is pushing for a change in state law that would allow school districts to furlough teachers for financial reasons. That same legislation, which won approval from a House Education Committee, also would require decisions on which teachers to furlough to be based on performance evaluations. Seniority only would be considered if teachers rank the same under the evaluations.
