White: SEC plans wide-ranging rules on HFT, dark pools

The Securities and Exchange Commission intends to bring transparency and fairness to financial markets with sweeping rules governing high-frequency trading and dark pools, Chairman Mary Jo White says. Among expected requirements are that proprietary high-frequency traders would have to register with the SEC and that dark pools would have to provide the regulator with order-matching rules.
