California officials consider measure to help skycaps

California officials are considering laws that would require carriers to turn over fees to skycaps. The California Senate's Labor Committee will consider the measure next week, but the Air Transport Association says the legislation is preempted by federal law. Skycap service used to be complimentary, but carriers have started imposing a fee of up to $3 for the service.
