Senate may vote this week on resolution to block EPA's carbon rules

The Senate could vote this week on a resolution by Sen. Lisa Murkowski, R-Alaska, that would stop the Environmental Protection Agency from regulating greenhouse-gas emissions. "My decision to introduce this measure is rooted in a desire to see Congress -- not unelected bureaucrats -- lead the way in addressing climate change," Murkowski said. Sen. John Kerry, D-Mass., who co-wrote the Senate climate-and-energy bill, said Murkowski's proposal is "a distraction."
