How a Md. district is collaborating with teachers on evaluations

In Montgomery County, Md., senior teachers mentor new teachers and struggling teachers through a program known as Peer Assistance and Review. Following the mentoring process, a PAR panel comprised of eight teachers and eight principals can vote to support, discipline or fire teachers. The program, which has support from the local teachers union, has been called "an excellent system for professional development" by Nancy S. Grasmick, the state superintendent of schools.
