Analysis examines poverty among students, special education at some Pa. schools

More than one-third of the 117 school districts in southwestern Pennsylvania had above-average proportions of students in lower-income families and those with special needs during the 2012-13 school year, according to a newspaper's analysis of state data. Educators say such data reveal the need to consider a district's socioeconomic status when it comes to funding special education.
