Portland teachers, school officials begin contract bargaining

As negotiations over a new teachers contract begin, Portland, Ore., administrators and teachers are far apart over the issues of health care premiums and pay raises. Of huge concern to both parties is an initiative to repeal the county income tax, which currently accounts for $58 million revenue in the district's $382.5 million general fund.
