Climate-change bill still must run gantlet in the House

The House Energy and Commerce Committee passed legislation to make businesses pay for emissions, but the bill faces challenges as the Ways and Means Committee, the Agriculture Committee and Republicans try to make their marks on it. "Manhandling a bill through the congressional sausage machine is never an undertaking for the fainthearted, especially for an issue as devilishly complicated as climate change," said environmentalist Jim DiPeso, a supporter of the bill.
