Va. construction crew accidentally severs "black" wire

A construction crew in McLean, Va., accidentally severed a "black" wire, also known as a secure communications line used by the government. Within minutes, several suited men in black SUVs pulled up to the construction site and notified the construction manager. Classified communications lines do not show up on utility maps, which can complicate construction near the nation's capitol.
