More parents appeal primary-school placements in England

More parents in England have appealed their children's primary-school placement this year than last, according to data that government officials say demonstrate "dissatisfaction" with school options. Appeals at the primary-school level rose from 33,000 to 38,000 -- or 16.8% -- while appeals at the secondary level dropped this year.
